The dative case is used with the words [надо] and [нужно] to express necessity and with [можно] to express possibility. Often, however, these words are used without a dative complement. If you have a specific person in mind, use the dative case for that person.

Этому студенту нужно (надо) работать. This student has to work.

If you have a general rule or situation in mind, there is no dative complement.

Где здесь можно купить сувениры?
Надо платить в кассу?

The word [можно] is almost always used without a dative complement, unless the dative "subject" would not be understood in context

Можно пойти в кино? May I (or we) go to the movies?

Note the structure used in these sentences.
кому/person in the dative case/nothing + надо/ нужно/ можно + infinitive

No exercises today, just grammar point. Mostly because it took me long enough to actually read and comprehend the grammar point. I have no idea why I'm so damn sleepy, but I really am. It's irksome. I want to go back to bed, I really, really want to go back to bed. Instead I'm going to work. Hopefully it'll be a slow day, but there's no real guarantee of that. Especially not with a coupon that just went out, and especially not when it's a Friday and for whatever reason people seem to go nuts on Fridays.

On the plus side, it looks like there's a sale on at the store I have a gift card to, so I should be able to get cheaper jeans and blouses and whatever else I wind up deciding I need. This is good.

Ugh. Pretend I said something more eloquent here, I'm going to get ready to go to work and try not to fall asleep.
