From this day forth, all marriages shall be abolished in the eyes of the law. They will be replaced by civil unions, which are defined as an agreement between two people to share all legal and practical aspects of their lives. Marriage is hereby relegated to the religions, which are wholly separate from the State. Civil unions will be administered by Justices of the Peace. You may worship whoever, whenever, however you choose, so long as it does not infringe upon the life and liberties of another and does not take place in a publically designated space without written permission from the local state authority.
Prostitution, marijuana, and other narcotics are hereby legal. The Prostitute's Union will be formed forthwith; a list of taxes and restrictions upon narcotics, as well as a classification system has been posted in your local newspaper. All distributors of said narcotics are to report to your local police precinct for licensure and registration.
Capital punishment is now legal, subject to separate verification of guilt by a special court proceeding. All District Attorneys and State Attorneys please read the enclosed brief.
Our troops are being pulled out of Iraq on the basis that we have no authorization from the international governing body and are therefore in violation of several statutes. We will make reparations to the international governing body forthwith. The troops formerly stationed in Iraq will be reassigned to other peacekeeping duties in Africa and South America, guarding the distribution of relief materiel.
All prisoners in the United States being held on charges of terrorism will be granted access to their attorneys. If they cannot afford an attorney, one will be provided for them at the state's cost. Burden of proof for charges against them will be on the state, and if the evidence is not enough to sustain the charges they will be dropped. No special dispensation will be given for law enforcement bodies because of rampant and hypocritical paranoia."
