in the topic of Municipal Gardening Fail, the county where i used to live is constantly planting saplings in very wide medians to help with greenspace/tree coverage. they also put gator bags, for water! then they...never refill the gator bags. then the saplings die. then they do it again a few years later! it's ridiculous.

sigh.
